allotted to me resigned from the service and shortly after the

Clerk of Works who was supervising this work as well as the New

Government offices also resigned.

I would here state, that if I were not a man of personal

honour I should also have resigned, but realizing that matters

of vital importance in the interests of the Government were at

stake, I remained, other C.8.0's will shew the position the

Government

would have been placed in had I then left the servic

I am compelled to state that this work as well as the New

Government offices has been considered just in the same way as

a small building where it may be usedl to adjust on completion

of work but in works of magnitude works extending over many

years, it is always usual to adjust accounts as the works pro-

ceed and certainly at every floor level and not leave matters

in abeyance until the end.

I would ask what Architect or Engineer in private practice

would allow such a system as the above ?

It is also usual on large works to employ a Quantity Sur-

veyor for the distinct purpose of measuring up work and adjust-

ing accounts.

It is also the practice of the Military Authority in the

Colony to deal with matters as above stated and many of their

works are of small magnitude as compared with the buildings

under review,

If the Government have any doubt as to my statements I

would ask His Excellency to permit me to submit the matter to

the Council of the Royal Institute of British Architects - I

have no hesitation in stating that never in the history of the

Universe have two buildings of magnitude such as the Government

have in hand been carried out on such a basis.

Having in view the foregoing remarks and the assistance al-

lotted to me when I needed it most; and also considering the
